Expensive? Yes. In both store price as well as casting cost. $20 and eight (converted) mana cost means that dropping Nicol Bolas, Planeswalker onto the battlefield isn’t an easy thing to do.

If you get him into play and start using his powers, you’ll find it well-worth the pay to play cost. Add three counters to destroy a permanent? Remove two to take an opponent’s creature? Remove nine to hit your opponent for seven points of damage, force them to discard seven cards, and remove seven permanents from play? I’m not seeing any real drawbacks, especially in multiplayer.
